CSE Definition & Context

What is child sexual exploitation?

Child sexual exploitation (CSE) is a complex form of child sexual abuse (CSA), which occurs where an individual or group takes advantage of a power imbalance to coerce, manipulate or deceive someone under the age of 18 into sexual activity. 

  • CSE is typified by a power imbalance, which may be age, gender, sexuality, cognitive ability, physical strength, social status or access to economic or other resources. 
  • Sexual activity does not need to include physical contact, for example causing or forcing a child to watch sexually explicit material or creating sexual images of the child. 
  • Exploitation occurs when the activity is in exchange for something the victim needs or wants, and/or leads to financial gain or increased status for the perpetrator. 
  • CSE can occur online and offline, with online exploitation including grooming and exchanging sexual information or images.

In the year ending 31st March 2025, 12,120 children were assessed as having been victims of sexual exploitation in the UK, with the majority aged 10 or older, though victims as young as 8 have been identified. Because many victims keep their abuse secret, it is likely that the prevalence of CSE is higher than records show. Comprehensive CSE awareness training is needed to spot the signs early and protect many more children from abuse.

How CSE happens

CSE Awareness requires understanding of how children are groomed or manipulated, and the various stages of exploitation, because the signs to look out for change as the abuse progresses. Awareness training can help those working with children and young people to spot the signs early on.

Young people experiencing CSE may not understand that they’re being abused, as they have often been groomed into trusting or relying on their abuser.

Grooming has several stages:

  1. Targeting
    In most cases, perpetrators target those they think will be most easily manipulated. They may select those who are frequently alone, lack confidence, or who are often unsupervised. Vulnerable children, such as looked-after children or disabled children, for example, are particularly at risk. 
  2. Gaining Trust
    Many perpetrators will establish trust early on, flattering the child with gifts or “secrets”. This is how they manipulate young people into feeling cared for and keeping the relationship secret. This stage also allows the perpetrator to learn more, identifying weaknesses and needs they can exploit.
  3. Meeting Needs
    Abusers typically convince children that they are the only person who can meet a particular need, e.g. money, a place on a team, or emotional support. 
  4. Isolation
    The perpetrator will begin isolating them from friends and family, typically by encouraging the child to cut ties with their support network. They may convince the child that their family and friends don’t care about them, or are unworthy of their time. 
  5. Abuse
    Sexual exploitation can include physical contact, including penetration and other forms of touching, and non-physical abuse, such as taking pictures or videos, encouraging inappropriate sexual behaviours, or allowing others to sexually abuse the child.
    In CSE, abuse also involves an exchange. The perpetrator may receive money for the images they take or access they provide to others, or they may give the child something they need or want, such as money, in exchange for sexual acts.
  6. Control
    Encouraging continued secrecy, isolation, and compliance means the perpetrator must maintain control over the child. They may emotionally blackmail the child, threaten physical harm or use shame and derision to control them.

Because of the psychological impact of grooming, many victims do not disclose their abuse, even when directly asked. They may be afraid of what will happen if they do, or find it difficult to trust adults around them. They may also believe that nothing is wrong.

CSE vs CCE vs County Lines

Child sexual exploitation is different and distinct from child criminal exploitation (CCE). This course does not cover CCE awareness, though there are overlaps and intersections between the two.

CCE is when someone manipulates, coerces or forces a child or young person under 18 to commit crimes for their own gain. A prevalent example from the UK is known as the ‘County Lines’ style of CCE, in which criminal gangs in urban areas exploit the perceived innocence of children to store money, drugs or weapons, or to transport these items to suburban or rural areas.

CCE involves similar grooming and control techniques to CSE, and in the early stages may have similar signs, such as unexplained, expensive gifts, isolation or behavioural changes. It is important to understand the difference between CSE and CCE, as the two require different approaches and have different risk levels.

  • Behavioural changes such as inappropriate sexualised behaviour, secretiveness, missing school
  • Physical signs such as unexplained injuries, STIs or pregnancy, or sudden weight changes
  • Emotional and psychological indicators, such as low self-esteem, depression, self-harm or suicide attempts, or fearfulness of certain people and places
  • Excessive phone use, multiple phones, and secretive online activity may be signs of online exploitation

Vulnerable young people most at risk of CSE include those with low self-confidence, are socially isolated, have a dysfunctional family life, learning disabilities or unstable housing. Children in care or leaving care are particularly vulnerable, as are LGBTQ+ youth, who are often isolated and lack safe spaces.

This absence has serious impacts on their education and attainment, and can have lifelong consequences for employment.
