Martyn's Law Online Training Overview
In memory of Martyn Hett and the 22 lives lost in the Manchester Arena attack (2017), the Terrorism (Protection of Premises) Act 2025 is new legislation that will protect millions across the UK.
Also known as Martyn’s Law, the act requires venues with a capacity of 100 or more to implement security measures and staff training to prevent and respond to terrorist threats.

What is Martyn's law?
The Martyn’s Law online training is designed to raise awareness and prepare individuals and organisations to prevent, respond to, and mitigate the effects of terrorist attacks and other serious security threats.
Named after the late Martyn Hett, a victim of the Manchester Arena bombing in 2017, Martyn’s Law focuses on improving security and safeguarding measures in publicly accessible locations across the UK.
This training supports compliance with the Counter-Terrorism and Sentencing Act 2021 and governmental security guidelines, and will be enforced by the Security Industry Authority (SIA).

Standard Duty and Enhanced Duty
Qualifying businesses and events fall into two categories: Standard Duty and Enhanced Duty. Both require this level 1 awareness training for all staff members and volunteers.
A standard duty location has a capacity of 100–799 people, and includes spaces such as restaurants, community halls, theatres and places of worship. The enhanced duty applies to venues and events which hold more than 800 people, such as concert venues, theatres, conference centres and stadiums.
As well as this level 1 awareness training, compliance with the legislation requires that all qualifying venues and events must have basic procedural measures and evacuation plans in place.
Enhanced duty venues and events must also have:
- Advanced security training
- Comprehensive risk assessments
- A designated senior responsible person
- Security plans and documentation

- Owners and Operators of Public Venues Venue managers and proprietors of public spaces such as stadiums, concert arenas, shopping centres, theatres, and cultural venues will gain critical insight into their responsibilities under Martyn’s Law. The training equips them to develop and implement effective security plans, risk assessments, and emergency response procedures to safeguard visitors and staff.
- Event Organisers and Promoters Individuals and companies organising public events will benefit from understanding how to identify and mitigate potential security threats, liaise with law enforcement, and comply with legal duties under the law to protect attendees.
- Security Personnel and Supervisors Security staff working in public venues or events will develop enhanced competencies in threat detection, incident management, and emergency evacuation protocols in line with Martyn’s Law standards.
