Standard Duty and Enhanced Duty

Qualifying businesses and events fall into two categories: Standard Duty and Enhanced Duty. Both require this level 1 awareness training for all staff members and volunteers.

A standard duty location has a capacity of 100–799 people, and includes spaces such as restaurants, community halls, theatres and places of worship. The enhanced duty applies to venues and events which hold more than 800 people, such as concert venues, theatres, conference centres and stadiums.

As well as this level 1 awareness training, compliance with the legislation requires that all qualifying venues and events must have basic procedural measures and evacuation plans in place.

Enhanced duty venues and events must also have:

• Advanced security training
• Comprehensive risk assessments
• A designated senior responsible person
• Security plans and documentation

Who is the Duty Holder?

1. Owners and Operators of Public Venues 
   Venue managers and proprietors of public spaces such as stadiums, concert arenas, shopping centres, theatres, and cultural venues will gain critical insight into their responsibilities under Martyn’s Law. The training equips them to develop and implement effective security plans, risk assessments, and emergency response procedures to safeguard visitors and staff.
 
2. Event Organisers and Promoters 
   Individuals and companies organising public events will benefit from understanding how to identify and mitigate potential security threats, liaise with law enforcement, and comply with legal duties under the law to protect attendees.
 
3. Security Personnel and Supervisors 
   Security staff working in public venues or events will develop enhanced competencies in threat detection, incident management, and emergency evacuation protocols in line with Martyn’s Law standards.
 
4. Local Authorities and Public Sector Employees 
   Council officials, regulators, and public sector staff involved in venue licensing, emergency planning, and community safety will gain an understanding of government expectations and best practices to enforce and support compliance.
 
5. Transport Operators and Staff 
   Employees working within transport hubs such as airports, railway stations, bus terminals, and operators of public transport services need to be aware of their safeguarding roles to manage risks and respond effectively to security threats affecting passengers.
 
6. Hospitality and Retail Management 
   Managers in hotels, restaurants, cafés, and retail outlets located in public areas will recognise their responsibilities for ensuring the safety of customers and employees by embedding the principles of Martyn’s Law into day-to-day operations.
 
7. Healthcare and Education Facilities 
   Staff and management in healthcare settings (e.g., hospitals) and educational institutions open to the public will benefit from training on identifying vulnerabilities, preparing contingency plans, and fostering resilient environments.
 
8. Volunteers and Community Organisations 
   Volunteers and leaders in community groups or charities that operate or arrange public gatherings will learn how to apply safeguarding and security measures effectively to protect individuals in their care.
 
9. Risk and Compliance Professionals 
   Professionals responsible for organisational risk management, legal compliance, and emergency planning will enhance their ability to develop policies and procedures consistent with Martyn’s Law expectations.

The Martyn’s Law online training is essential for a broad spectrum of individuals and organisations within the UK involved in the management, operation, or safeguarding of publicly accessible locations. 

This course provides the knowledge and practical skills needed to comply with the implement robust security measures, and contribute to preventing and mitigating the risks of terrorist and serious incidents. Completing this training underpins safer public environments and demonstrates a commitment to protecting lives in accordance with UK law and government guidance.
