There is no general UK legal requirement stating that employees or individuals must complete a specific Your Personal Health Budget training course.

However, personal health budgets themselves operate within a statutory and NHS policy framework in England. A personal health budget is an amount of NHS money allocated to support an individual’s identified health and wellbeing needs. The person, or someone representing them, works with their NHS team to agree their needs, desired outcomes and how the available money will be used through a personalised care and support plan.

The training is useful for individuals receiving or considering a personal health budget, families and carers, as well as healthcare and social care professionals. This can include nurses, care coordinators, social workers, support workers, healthcare assistants, advocates, commissioners and anyone supporting personalised care and support planning.

In England, the legal right applies to specified groups. These include adults receiving NHS Continuing Healthcare, children and young people eligible for continuing care, people eligible for section 117 aftercare under the Mental Health Act and people eligible for NHS wheelchair services. Other people may also be offered personal health budgets depending on local arrangements.

A personal health budget can be managed as a notional budget, where the NHS holds and spends the money; a third-party budget, where an independent organisation manages it; or a direct payment, where money is transferred so agreed care and support can be purchased directly. A combination of these approaches may also be used.

Spending must relate to the individual’s assessed health and wellbeing needs and the outcomes agreed in their personalised care and support plan. Depending on the person’s circumstances and agreed plan, this could include particular care, support, equipment or services. Spending decisions must be agreed with the relevant NHS team.

A personal health budget cannot simply be spent however the recipient chooses. NHS guidance states that it cannot be used for gambling, debt repayment, alcohol, tobacco or anything illegal. Emergency care, GP care and medicines received through normal NHS arrangements are also separate from the personal health budget.
