The Health and Social Care Act 2008, Regulations 2014 outline Regulation 18, which describes the regulation of staffing in health and social care. Providers must provide adequate numbers of competent, qualified, skilled, and experienced staff to meet the needs of all service users at all times. These staff members must also receive the necessary support, training, professional development, supervision, and appraisals which allow staff to carry out their responsibilities. In addition, staff should be supported in obtaining further qualifications and training to show they are able to meet professional standards. The CQC cannot prosecute for a breach of Regulation 18, but it can take regulatory action against the provider.
